CLASSIFICATION OF TERRITORIAL COMMUNITIES ON THE BASIS OF ACTIVE-ORIENTED APPROACH
Abstract: In the article role of active-oriented approach to the development of territorial communities is considered. Key features of the territorial assets and their distinctions from capitals and resources are described. Conceptual model of the development of a territorial program is proposed. In framework of its certain phases and tasks the methodological approach to inventory and mapping of the assets is presented. By indicators characterizing availability and possibilities to use the assets, the classification of territorial communities is justified in order to identify the priorities of their development.
